TAG's Legislative Action Center: Support Senator Albers SB 89 "Digital Classroom Act"

 

The bill requires elementary and secondary education instructional materials and content to be in digital or electronic format on and after July 1, 2020. As we all know, technology is embedded in every aspect of our lives, and education is no exception. In an effort to see increased connectivity, educational collaboration, workforce readiness, economic growth and technology investment in Georgia, support SB 89.

[Update] - Georgia 2015 Technology Bills

 


TAG has been working with Georgia Legislature to create HB 473 a Joint Study Committee on Cyber Security which has been assigned to the S&T Committee by the Speaker. Other technology bills that passed through committees include HB 200: Change to Electric Vehicle Chargers Tax Credit, HB 69: Motor Vehicle Event Data Recorder Act, SB 113: Creates New Motor Vehicle to be known as Autonomous Vehicles, the House passed/adopted HB 57: Solar Panel Third-Party Financing, and the Insurance Subcommittee passed HB 190: Requirements for transportation network companies and their drivers i.e. UBER/Lift.

Ways & Means Committee Voted to Extend Tax Credits 

 

The Ways and Means Committee passed both the HB 237: Angel Investor Tax Credit and HB 339: Video Game Tax Credit unanimously. These bills will be presented to the House Rules Committee, which will decide whether and when to send them to the full House for a vote.

Net Neutrality 

 

Telecommunications services (originally telephones) have traditionally been regulated like railroads, as common carriers. This goes way back to the old Ma Bell. Telecommunications services fall under a Title II of the communications Act. In the early 2000's the FCC decided that broadband was not a telecommunication service subject to common carrier regulation, but rather it was an "information service" subject to much lighter form of regulation under Title I of the Communications Act.

Support HR 235: Permanent Internet Freedom Tax Act

 

The Internet Tax Freedom Act (IFTA) has banned federal, state and local governments from taxing Internet access charges, as well as from assessing multiple taxes on electronic commerce. HR 235: Permanent Internet Freedom Tax Act (PIFTA) would ban federal, state and local governments from taxing Internet access charges, as well as from assessing multiple or discriminatory taxes on electronic commerce. The current moratorium will expire on October 1, 2015. If they ban is allowed to lapse, state and local governments could move to enact taxes on Internet access, as well as other Internet-related activity, such as bit taxes, bandwidth taxes, or email taxes. This would increase the costs for Internet Service Providers, as well as for all Internet users.
